Early Career
Jackson's early career spanned several legal and diplomatic roles. He held the position of state advocate in Malawi, senior and then chief parliamentary draftsman in Botswana, and legal adviser to the government of Antigua and Barbuda for the United Nations.
Regional Legislation and Justice
As an official in the British Foreign and Commonwealth Office, Jackson was responsible for regional legislation in the Eastern Caribbean. He subsequently worked as attorney general in the British Virgin Islands, Turks and Caicos Islands, and Montserrat.
Governor of the Turks and Caicos Islands
From 1982 to 1987, Jackson served as attorney general of the Cayman Islands. In this role, he codified the laws and regulations of the region and assisted in refining economic legislation to meet the evolving needs of investors.
In 1987, Jackson was appointed governor of the Turks and Caicos Islands, a position he held until 1993. During his time as governor, he oversaw the development of the islands' infrastructure and economy.
Later Career
After his tenure as governor, Jackson remained active in the Commonwealth as a consultant for the Foreign and Commonwealth Office. He played a crucial role in negotiations with the United Kingdom regarding the new Constitution of the Cayman Islands, which was adopted in 2009.
From 2005 to 2009, Jackson was part of the British delegation that negotiated new constitutions for the Turks and Caicos Islands, Gibraltar, the British Virgin Islands, the Falkland Islands, and other British Overseas Territories.
