Childhood and Education

Born on October 3, 1953, in Leningrad, Russia, Dmitry Evgenyevich Shakhnazarov completed his education in Moscow. He graduated from the Faculty of Economic Cybernetics of the Moscow Institute of Management (1975) and the Institute of Systems Research of the State Committee for Science and Technology and the USSR Academy of Sciences (1981).

Early Career in Academia and Industry

Following graduation, Shakhnazarov embarked on a career in academia and industry. From 1975 to 1978, he served as an engineer and lecturer at the Department of Economic Cybernetics at Moscow Institute of Management. He subsequently became a lecturer at the Moscow Assembly College (1981-1982) before transitioning to the Institute "Orgtechstroy" as an engineer (1982-1983).

Rise in the Insurance Sector

In 1983, Shakhnazarov joined the All-Union Scientific Research Institute of Assembly Technology, where he held the positions of senior researcher and head of laboratory until 1988. He then became deputy head of the "Mospromekhmontazh" trust, a role he held until 1992.

Leadership in the Insurance Industry

In 1992, Shakhnazarov's career took a significant turn when he became the general director of the joint-stock insurance company "Maks." He concurrently served as the general director of the medical insurance company "Maks-M" from 1994 to 1998.

Government Service and Return to the Insurance Industry

From May to September 1998, Shakhnazarov served as the first deputy minister of health of the Russian Federation. He was appointed advisor to the president of Russia on social issues in November 1998, a role he held until May 1999. Notably, he also held the position of chairman of the board of directors of Konversbank from 1988 to 1993.

Return to Pension Fund Leadership

In May 2000, Shakhnazarov was reappointed as chairman of the Pension Fund of the Russian Federation following the formation of a new government led by Prime Minister Mikhail Kasyanov.

Personal Life

Dmitry Shakhnazarov is married and has two children, a daughter and a son.
