Early Life and Career
Murat Ospanovis a former Kazakh politician and the ex-Chairman of the Kazakhstan Agency for Regulating Natural Monopolies. He began his career as an engineer in the production department of a company specializing in irrigation and land reclamation.
Rise in Government
In 2002, Ospanov became deputy mayor of the city of Semey. He then served as head of the state procurement department of the East Kazakhstan region before becoming head of the regional branch of the Kazakhstan Agency for Regulating Natural Monopolies.
Appointment to Agency for Regulating Natural Monopolies
In 2008, Ospanov was appointed deputy chairman of the Kazakhstan Agency for Regulating Natural Monopolies. He also served as the head of the administration of the Pavlodar region.
Chairmanship of the Agency
On January 23, 2012, Ospanov became the chairman of the Kazakhstan Agency for Regulating Natural Monopolies. He held this position until his arrest on July 1, 2014.
Corruption Charges
Ospanov was detained on suspicion of accepting a bribe of $300,000 and was subsequently arrested on July 3, 2014. On February 13, 2015, he was found guilty of corruption and sentenced to a fine of 5.95 million USD, confiscation of property, and a lifetime ban from holding public office.
Payment of Fine
Despite the lifetime ban, on October 12, 2015, Ospanov paid the full штраф. The sentence was later amended on appeal, reducing the ban on holding public office from lifetime to seven years.
