Former Head of Kyrgyz Security Services

Murat Abdybekovich Sutalinov, a native of Frunze (now Bishkek), was born on April 26, 1963. His father, Abdybek Sutalinov, was a милиционер who later became a general and Minister of Internal Affairs of Kyrgyzstan.

Early Career in the Ministry of Internal Affairs (1984-2005)

Sutalinov graduated with honors from the Karaganda Higher School of the Ministry of Internal Affairs in 1984. He held various positions within the МВД, including:

- Investigator, OVD of Alamedin District (1984-1986)

- Operative Officer, OVD of Kaskelen District (1986-1987)
- Operative Officer, OVD of Lenin District (1987-1989)
- Senior Operative Officer, OVD of Frunze (1989-1991)
He later held leadership positions:
- Head of the отделение of OPO OVR of the Bishkek МВД (1991-1993)
- Deputy Head of the OVD of Oktyabrsky District (1993-1996)
- Deputy Head of the UBO PBM of the Kyrgyz МВД (1996-2000)
- Deputy Head of the UVD of Bishkek (2000-2001)
Rise through the Ranks (2001-2005)

In 2001, Sutalinov was appointed Head of the UVD of Chui Oblast. In 2002, he became Head of the GUU R of the Kyrgyz МВД. In 2003, he was promoted to Head of the UVD of Osh Oblast. In 2004, he was awarded the rank of Major General of the МВД.

Brief Stint as Prosecutor General and Appointment as Minister of Internal Affairs (2005-2006)

On March 23, 2005, Sutalinov was appointed Prosecutor General of Kyrgyzstan. However, he only held the position for one day due to the outbreak of the "Tulip Revolution" in the capital. In May 2005, he was appointed Minister of Internal Affairs of Kyrgyzstan by decree of acting President Kurmanbek Bakiyev.

Head of the National Security Service (2006-2010)

On October 6, 2006, Sutalinov was appointed Head of the National Security Service (SNS) of the Kyrgyz Republic. On February 6, 2007, he became Chairman of the State Committee for National Security (GKNB) of the Kyrgyz Republic.

"Spy Scandal" and Second Passport Controversy (2007)

In 2007, allegations surfaced that Sutalinov possessed a second passport under a different surname. Sutalinov responded by acknowledging in an official statement that he was a member of the Masonic lodge, a relative of Russian businessman Roman Abramovich, and had a second passport in the name of Israeli citizen Marat Trankhtenberg. He later clarified that he had made the statements in jest to expose the absurdity of the accusations against him.

In the same year, the GKNB was involved in a "spy scandal" when it announced the arrest of a parliamentary press service employee, Zhyparkul Arykova, for allegedly passing classified information to a foreign national. Arykova was later charged with treason, making her the first person charged with such a crime in independent Kyrgyzstan. However, the charge was later dropped in 2008, and she was convicted of passing classified information and sentenced to three years in a penal colony.

Dismissal and Post-Revolution Events (2010-2011)

Following mass opposition protests in April 2010, which led to the resignation of President Bakiyev, Sutalinov also resigned from his position. In April 2010, he was declared a wanted man by the new authorities and accused of ordering the shooting of demonstrators on April 7.

After being declared a fugitive, Sutalinov reportedly hid in Kazakhstan. On December 14, 2011, he appeared at a court hearing in Bishkek related to the April 2010 events and was detained on charges of complicity in murder and attempted murder, as well as desertion.

Personal Life

Sutalinov has been married twice. His first wife, Gulnara Makina, is the daughter of the former head of the Karaganda Higher School of the USSR МВД. They have two sons and a daughter. In 2007, Sutalinov mentioned a second wife, whose maiden name was Guselitskaya (or Galitskaya according to some sources). They have two more sons, Todor and Kayyr.
