Birth and Early Life
Soumaila Cissé was born on September 20, 1949, in Timbuktu, French Sudan (present-day Mali). His parents were farmers, and he grew up in a modest village.
Education and Political Career
Cissé studied economics at the University of Dakar in Senegal and then at the Sorbonne in Paris. After completing his studies, he returned to Mali and worked as an economist and researcher at the Malian Ministry of Planning.
Rise to Prominence
In 1984, Cissé founded the Union for Democracy and the Republic (URD), a political party that advocated for democratic reforms and economic development. He was elected to the National Assembly in 1992 and served as Minister of Finance and Economy from 1993 to 1994.
Presidency and Leadership
Cissé was elected President of Mali in 2002. During his presidency, he focused on promoting economic growth, improving education and healthcare, and strengthening democracy. He also played a key role in regional and international efforts to promote peace and stability.
International Recognition

In 2012, Cissé was kidnapped by Tuareg rebels while campaigning for re-election. He was held captive for nearly seven months before being released in October 2020.
