Early Life and Education

Mykola Volodymyrovych Bilokon was born on March 22, 1955, in Mohylivka, Ukraine. He obtained a law degree from the Kyiv Higher School of the Ministry of Internal Affairs (MVD) in 1981 and later studied at the Ukrainian Academy of Internal Affairs.

Military and Police Career

From 1973 to 1975, Bilokon served in the Soviet Armed Forces. After that, he began his career in law enforcement, working in various roles within the MVD, including inspector of criminal investigation, public order officer, commander of a police patrol unit, and deputy chief of the MVD in Kyiv.

Rise in the Ranks

Bilokon steadily rose through the ranks, holding positions as Deputy Chief of the MVD's Public Order Department and First Deputy Chief of the MVD's Administrative Service Department. In 1996, he became Head of the MVD's Administrative Service Department.

Regional and National Leadership

In 1999, Bilokon was appointed Chief of the MVD in the Kirovohrad Oblast. From 2001 to 2003, he served as Deputy Head of the Presidential Administration of Ukraine, overseeing issues of judicial reform and law enforcement.

Minister of Internal Affairs

On August 27, 2003, Bilokon was appointed Minister of Internal Affairs of Ukraine. He held this position until February 2005, when he left the country amid allegations of corruption and political pressure.

Post-Ministerial Career

After leaving Ukraine, Bilokon faced criminal charges and accusations of having Russian citizenship. He was awarded the Medal for Excellent Service in Public Order Protection in 1990 and the Order of Merit in various degrees in 1999, 2002, and 2003.
