Early Life and Military Career

Born in the USSR, Nikolai Pavlovich Koshman graduated from the Dnepropetrovsk Road Transport Technical School in Ukraine. In 1966, he graduated with honors from the Ussuriysk Military Automobile School and earned a degree in railway construction and restoration from the Military Academy of Logistics and Transportation in 1973.

Distinguished Military Service

Koshman served in the railway troops, achieving the rank of colonel-general. He participated in the restoration of railroads in Chechnya (1994-1995). From 1991 to 1996, he served as Deputy Commander of the Railway Troops.

Political Appointments

In April 1996, Koshman was appointed Head of the Chechen Government, a position he held until November of that year. From July 1997 to May 1998, he led the Federal Service for Special Construction.

In 1997, Koshman became Deputy Minister of Railways. In April 1999, he was appointed State Secretary and First Deputy Minister of Railways. From October 1999 to May 2000, he served as Deputy Prime Minister of the Russian Federation and Plenipotentiary Representative of the Government in the Chechen Republic.

Career in Government

Koshman's career reached its peak when he was appointed Head of Gosstroy, the Russian State Construction Committee, in October 2002. He also served as the Minister of Regional Development of the Russian Federation.

Legacy

Known for his expertise in transportation construction in challenging environments, Koshman played a significant role in the development of the Baikal-Amur Mainline (BAM). He was also credited with promoting investment in BAM and establishing connections with both military and financial-industrial circles.

Personal Life

Koshman was married and had two sons. He was known for his jovial nature, authoritative demeanor, and a shrewd understanding of politics.
