Michelle Pierre-Louis: Haiti's Second Female Prime Minister

Early Life and Career

Michelle Pierre-Louis was born on October 5, 1947. Prior to her political career, she served as the director of the Knowledge and Freedom Foundation, a non-governmental organization funded by George Soros.

Appointment as Prime Minister

In June 2008, Pierre-Louis was nominated as Prime Minister after two previous candidates were rejected by the Chamber of Deputies. Her appointment was subsequently approved by the Chamber on July 17, 2008, by a vote of 61 to 1, with 20 abstentions. On July 31, the Senate also endorsed her nomination, with 12 votes in favor, 5 abstentions, and no votes against.

Formation of the Government

On August 25, 2008, President René Préval announced the formation of Pierre-Louis's new government. It comprised 17 ministers, including seven who had served in Jacques-Édouard Alexis's previous government. Pierre-Louis herself was appointed Minister of Justice and Public Security in addition to her role as Prime Minister.

Government Approval and Challenges

The government's policy program was approved by the Chamber of Deputies, followed by the Senate on September 5, 2008. Pierre-Louis initially failed to secure the required 16 votes in the Senate, but succeeded in a second round of voting. Amidst the aftermath of Hurricanes Hanna and Ike, Pierre-Louis and her government faced a daunting set of challenges.
