Early Life and Education
Dr. Rasim Aliguliyev was born on January 20, 1958, in the Barda region of the Republic of Azerbaijan. In 1979, he graduated with a degree in Electronic Computing Machines from the Faculty of Automation and Computer Engineering at the Azerbaijan Institute of Polytechnics named after Ch. Ildirim.
Professional Career
From 1979 to 1986, Aliguliyev worked as an engineer and senior engineer at the Institute of Cybernetics of the Azerbaijan Academy of Sciences (ANAS). In 1986, he transferred to the Department of Automated Systems Management of ANAS, where he held various positions including senior electronic engineer, leading engineer, chief project engineer for the "Republican Network of Computing Centers and Data Transmission," and chief engineer and first deputy director of the organization. In 2002, he became Director of the Institute of Information Technologies of ANAS.
In 1995, Aliguliyev defended his candidate's dissertation on "Development of Methods for the Design of a Multi-Microprocessor Packet Switching Center with Adaptive Routing" and was awarded the degree of Candidate of Technical Sciences. In 2003, he defended his doctoral dissertation on "Models and Methods of Ensuring Information Security in Computer Networks" and was awarded the degree of Doctor of Technical Sciences.
Scientific Contributions
Scientific and Theoretical ResearchAliguliyev's scientific research has focused on the development of models, methods, and algorithms for enhancing information security in computer networks. His doctoral dissertation proposed a concept for establishing a national information security system and presented approaches for its implementation. He also developed architectural principles, models, and algorithms for adaptive systems that ensure information security in corporate networks.
Cloud and SDN Technologies
Aliguliyev's research has made significant contributions to the development of cloud and software-defined networking (SDN) technologies. He proposed models for the creation of virtual private networks with reconfigurable structures to strengthen information security for groups of corporate users.
Network Security and Data Mining
Aliguliyev developed methods and algorithms for mitigating various types of threats to computer systems and networks. He also proposed models and algorithms for choosing optimal structures and ensuring fault tolerance in distributed authentication systems for virtual private networks. His work on data mining involves developing models, methods, and algorithms for analyzing, classifying, and clustering textual data and Big Data.
Social Network Analysis
Aliguliyev has conducted research on social network analysis, developing approaches and methods for identifying and analyzing information warfare patterns in virtual environments.
Leadership and Administrative Roles
Aliguliyev has held numerous leadership and administrative roles within ANAS, including:

Teaching and MentoringAliguliyev has served as a professor at the Azerbaijan Technical University and the Azerbaijan State Oil Academy, where he taught courses on computer systems, network design, information society development, and information security. He also initiated the introduction of a course on "Fundamentals of Information Society" at Baku State University.
Educational Reform
Aliguliyev has actively participated in aligning the curricula for computer science and information technology programs in higher education and secondary schools in Azerbaijan with modern standards. He has provided scientific and methodological guidance on the development of electronic textbooks and the updating of terminology.
Scientific and Popular Writings
Aliguliyev is involved in disseminating knowledge about information society and information technologies through media appearances, consultancy, and publications. He has authored books and textbooks for a wide audience.
