Early Life and Education
Rovshan Ismailov was born on May 8, 1971, in Baku, Azerbaijan. His academic journey began at Baku State University's Faculty of Law, where he earned his degree with distinction in 1994.
Academic Career
In 1994, Ismailov joined the faculty of Baku State University, where he has held various positions, including lecturer, senior lecturer, and currently, Acting Associate Professor in the Department of Constitutional Law. He imparts knowledge in constitutional law, human rights, legal clinics, European law, and constitutional control.
Expert Roles and Affiliations
Ismailov's expertise has led him to serve as an expert for the Group of States against Corruption (GRECO) since 2004. He has also been a member of the Central Election Commission of Azerbaijan since 2006. His commitment to combating discrimination and intolerance was recognized by his appointment to the European Commission against Racism and Intolerance (ECRI) in 2008.
