Early Life and Career
Rear Admiral Habibollah Sayyari is an esteemed Iranian military leader who served as the Commander of the Islamic Republic of Iran Navy (IRIN) from 2005 to 2007.

During his tenure as IRIN Commander, Sayyari played a pivotal role in strengthening Iran's naval capabilities. In March 2006, he announced the successful development of a new submarine designed for various missions in the strategic Persian Gulf region. The submarine, equipped with advanced weaponry, showcased Iran's technological advancements and its commitment to maintaining a strong naval presence in the region.
International Diplomacy
Sayyari also embarked on diplomatic missions to foster cooperation with regional and international navies. In March 2007, he undertook a 6-day visit to India, where he met with his Indian counterpart, Admiral Sureesh Mehta. The visit aimed to enhance bilateral cooperation between the two countries in combating maritime threats and terrorism. Sayyari proposed the establishment of expert groups to coordinate the deployment of naval forces in the Arabian Sea and Indian Ocean.
