Childhood and Military Service

Savva Leonov was born on October 13, 1945, in Bukhara, Tajikistan (formerly Kurgan-Tyube, Tajik SSR). In 1977, he graduated from the Military Faculty of the Moscow Financial Institute (now the Financial University under the Government of the Russian Federation) with a degree in "Military Economics."

Career in the Public Sector

From 1965 to 2001, Leonov served in the Armed Forces of the USSR and Russia, where he crossed paths with future Kaliningrad Governor Vladimir Egorov. In 2001-2002, he worked as the First Deputy Chairman of the Committee on Finance and Budget of the Kaliningrad Oblast administration.

Arrest and Criminal Prosecution

On August 10, 2004, Leonov was arrested for receiving a $150,000 bribe from businessman Valery Nevinsky in exchange for lobbying the entrepreneur's interests in the distribution of import quotas for foreign cars. In 2005, the case was transferred to the Kaliningrad Oblast Court.

Trial and Conviction

On May 5, 2006, a jury found Leonov guilty of receiving a bribe of $250,000 and money laundering. On June 13, 2006, he was sentenced to seven years in prison with hard labor (under Articles 290 Part 4 and 174 Part 2 of the Russian Criminal Code).

Release and Death

On February 7, 2007, the Central District Court of Kaliningrad granted Leonov early release due to severe heart disease and hypertension. He passed away on March 13, 2013. Despite his legal troubles, Leonov was recognized for his service with the Order of Honor and several medals.
