Birth and Early Life

Sergey Vitalyevich Kulagin, a prominent Kazakhstani statesman, was born on September 8, 1952, in Atbasar, Akmola Region.

Education and Career Beginnings

Kulagin began his career in 1966 as a laborer at Nikolayev State Farm in Atyrau District. In 1969, he enrolled at the Celinograd Agricultural Institute, graduating in 1975 as an engineer-mechanic.

Agricultural Management

Returning to his hometown, Kulagin resumed his employment at Nikolayev State Farm. He rose through the ranks, serving as an exploitation engineer and then as the farm's chief engineer. From 1980 to 1981, he was the manager of the "Raisselkhoztekhnika" production association in Atyrau District.

In 1981, Kulagin was appointed director of the "Kyzylzharsky" state farm, a position he held until 1984. From 1984 to 1985, he served as chairman of the executive committee of the Alexeyevsk District Council of People's Deputies.

Political Leadership

Kulagin's political career began in 1985, when he became first secretary of the Alexeyevsk District Committee of the Communist Party of Kazakhstan. He held this position until 1986, when he was appointed first deputy chairman of the Celinograd Regional Executive Committee and chairman of the regional agro-industrial committee.

In 1988, he graduated from the Alma-Ata Higher Party School, specializing in party and soviet construction. In 1990, he became first deputy chairman of the Turgay Regional Council of People's Deputies.

Government Positions

Kulagin's government service began in 1992, when he was appointed head of the Turgay Regional Administration. In June 1993, he was appointed Deputy Prime Minister of the Republic of Kazakhstan, a position he held concurrently with serving as Minister of Agriculture from June 1993 to June 1994.

In November 1994, he became president of the International Fund "Integration-Tselina" in Akmola, a role he fulfilled until January 1998. He was then reappointed as Minister of Agriculture of the Republic of Kazakhstan.

Governor of Akmola and Kostanay Regions

From September 1998 to March 2004, Kulagin served as governor of Akmola Region. He was subsequently appointed governor of Kostanay Region, a position he held from March 2004 to January 2012.

Senator of the Republic of Kazakhstan

On January 20, 2012, Kulagin was appointed a senator of the Republic of Kazakhstan by presidential decree.

Controversy and Legacy

Kulagin's tenure as governor of Kostanay Region was marked by some controversy. He was criticized for his lack of attention to the needs of ordinary citizens, a criticism that was particularly evident in the demolition of the "Kostanay" cinema, one of the largest in Kazakhstan.

Despite this, Kulagin is widely respected and admired in both Akmola and Kostanay regions, where he is remembered for his contributions as a leader. His likeness is even depicted in an icon in the new Ioannov-Bogoslov Cathedral in Rudny, a testament to his enduring legacy in Kazakhstan.
