Early Life and Education
Born into a farming family, Valery Ivanovich Manikin grew up in the countryside. After graduating from a seven-year school in the Budennovsky district of the Stavropol Krai, he enrolled at the Budennovsky Agricultural Institute in 1944. He graduated in 1948.
Military Service
In 1941, Manikin became a cadet at the Krasnodar Artillery School. He served as a Red Army soldier in the 12th Special Artillery Brigade of the Crimean Front from 1941 to 1942. After being wounded in battle, he received treatment in military hospitals from 1942 to 1943. He was medically discharged after his injury.
Professional Career
Upon his recovery, Manikin held positions in the agricultural sector, including as senior agronomist, director of the Budennovsky Machine and Tractor Station, director of the Arzgir Machine and Tractor Station, and chairman of the "Rodina" collective farm in the Arzgirsky district.
Party and Political Career
Manikin's political career began in 1957 when he became head of the agricultural department of the Stavropol Krai Committee of the Communist Party of the Soviet Union (CPSU). In 1960, he was appointed Chairman of the Stavropol Krai Executive Committee of the Council of People's Deputies. In 1961, he served as an inspector for the CPSU Central Committee.
First Secretary of the Omsk Regional Committee of the CPSU
In 1961, Manikin was selected by Nikita Khrushchev to become First Secretary of the Omsk Regional Committee of the CPSU. He held this post for a record-breaking 26 years. During his tenure, Omsk experienced significant economic growth and development, particularly in the oil refining and manufacturing industries.
National Appointments
From 1987 to 1989, Manikin served as Chairman of the People's Control Committee of the USSR. Subsequently, he became First Deputy Chairman of the Party Control Committee under the CPSU Central Committee.
Late Career
After the dissolution of the Soviet Union, Manikin retired in 1990. However, he remained active in politics and was elected to the State Duma of the Russian Federation from 1995 to 1999.
Death and Legacy
Valery Ivanovich Manikin passed away on January 4, 2010, at the age of 86. He was buried at the Troekurovskoye Cemetery in Moscow.
