Early Life and Education

Born in the Republic of Altai, the future politician graduated from the Altai Agricultural Institute in 1992, earning a degree in economics. In 1997, he furthered his education at the Russian Academy of Public Service.

Political Beginnings

Starting his political career in 1983, he held the position of Second Secretary of the Ongudai District Committee of the Komsomol (the All-Union Leninist Young Communist League). From 1985 to 1991, he served as Chairman of the Elovskiy District Council.

Business Endeavors

After leaving the district council, he transitioned into business. In 1991, he became the Director of the multi-profile enterprise "Argymai." The following year, he was elected Chairman of the Board of Directors of "Altaienergobank."

Political Ascent

In 1992, he was elected as a Deputy to the Supreme Council of the Republic of Altai. He continued his political career in the State Assembly of the Republic of Altai from 1993 to 1999, where he served as a Deputy.

In 1999, he was appointed as the Minister of Finance of the Republic of Altai. Shortly after, in 2002, he became the First Deputy Minister of Economy of the Republic of Altai.

Member of the State Duma

From 2002 to 2011, he served as a Deputy in the State Duma of the Russian Federation, representing the "Fatherland - All Russia" and "United Russia" factions. He was a member of the State Duma Committee on Federation Affairs and Regional Policy.

Later Career

After his tenure in the State Duma, he was elected as a Deputy of the Gorno-Altaisk City Council in 2012. He was awarded the Medal of the Order "For Merit to the Fatherland" (II degree) in 2005.
