Early Life and Education
Sergei Tereshchenko was born in 1946 in the village of Kuigan, Kazakhstan. He grew up in a large farming family.
Construction Career
After graduating from the Kazakh Polytechnic Institute in 1969 with a degree in civil engineering, Tereshchenko began his career as a carpenter in a construction company. He later earned a degree from the Alma-Ata Higher Party School in 1984.
Local and Regional Leadership
In 1982, Tereshchenko became the Chairman of the Auezov District Executive Committee. He held various leadership positions in the city of Alma-Ata before serving as the First Secretary of the Aлатау District Party Committee from 1985 to 1988.
Regional Governor
Tereshchenko served as the Chairman of the North Kazakhstan Regional Executive Committee from 1989 to 1992. He then became the Governor of the Aktyubinsk Region, holding this position until 1993.
State Advisor
From 1993 to 1994, Tereshchenko served as State Advisor to the Republic of Kazakhstan.
Mayor of Almaty
In 1994, Tereshchenko was appointed the Head of Administration and Mayor of Almaty. He served in this role until 1997.
Emergency Management
Tereshchenko chaired the Committee for Emergency Situations and later the Agency for Emergency Situations from 1997 to 2001.
Governor of Almaty Region
In 2001, Tereshchenko became the Governor of the Almaty Region, a position he held for several years.
Business and Finance
Since 2003, Tereshchenko has served on the Board of Directors of the Development Bank of Kazakhstan.
Political Involvement
Tereshchenko was a deputy in the Supreme Council of the Republic of Kazakhstan for the 11th and 12th convocations.
Awards and Honors
Tereshchenko has received numerous awards, including the Order of Barys III, the Order of Parasat, and the Honorary Citizen of Almaty award.
