Syrian Politician and Former President
Shukri al-Quwatli was a prominent Syrian political figure who served as the President of Syria twice, from 1943-1949 and 1955-1958.
Early Life and Resistance
As a young man, al-Quwatli joined the resistance against the pro-Ottoman regime in Syria. After the French deposed King Faisal I, he was sentenced to death but escaped to Egypt and then Geneva.
Return to Syria and Leadership
Al-Quwatli returned to Syria in 1924 and participated in the 1925-1927 revolt. He was exiled as a result but returned after an amnesty in 1932. He became a protégé of Hashim al-Atassi, a leader of the National Bloc, and rose through the ranks of the party. In 1939, he became President following al-Atassi's resignation.
First Presidency and Independence
As President, al-Quwatli's primary goal was to achieve Syrian independence. In 1946, he negotiated the withdrawal of foreign troops from Syria. He was re-elected in 1948 after amending the Constitution to remove the limit on presidential terms.
1948 War and Overthrow
Syria's defeat in the 1948 Arab-Israeli War led to widespread dissatisfaction with al-Quwatli's rule. In 1949, he was overthrown in a military coup. He was briefly arrested and then forced to flee to Egypt.
Return to Power and United Arab Republic
After the fall of the military regime in 1955, al-Quwatli became the leader of the National Party, the successor to the National Bloc. He was re-elected President in the same year. He strongly supported the creation of the United Arab Republic with Egypt but clashed with Egyptian President Gamal Abdel Nasser in 1959. He was subsequently exiled, ending his political career.
