Education and Early Career
Tatiana Yevgenyevna Voronina graduated in 1987 from the All-Union Correspondence Institute of Railway Engineers with a degree in Railway Economics Engineering. From 1978 to 1989, she worked in the Statistical Accounting and Reporting Department of the Kursk Branch of the Moscow Railway, holding various positions including operator, technician, and head of the department.
Automotive Industry and Business Ownership
From 1989 to 2001, Voronina served as head of the Planning and Economics Department of the Kursk Branch of the Moscow Railway. In 2001, she joined the official AvtoVAZ dealer in Kursk Oblast, Avtocenter Chernozemye, as deputy director. In 2002, she was appointed general director of another AvtoVAZ dealer, OAO Kursk-Lada. She remained in this position until 2011, and also owned a majority stake (40%) in Avtocenter Chernozemye until 2011. She later transferred her shares to her sons, Artyom Voronin (68.6%) and Yevgeny Voronin (29.4%).
Bankruptcy and Controversy
In 2016, Voronina and her sons were declared bankrupt following lawsuits from individuals. Voronina herself was declared bankrupt by VTB Bank. The exact amount of debt owed by Voronina and her sons is not disclosed in court documents, but it is known that the total debt to VTB Bank exceeded 185 million rubles. The debt stemmed from five unpaid loans that were issued by the bank in 2012-2013 to support the working capital of Voronina's family's business, Avtocenter Chernozemye. Voronina and her sons acted as guarantors for these loans.
Political Career
Starting in 2007, Voronina served as a deputy in the Kursk Oblast Duma (regional parliament). She was re-elected in 2011 and became deputy chairman of the Duma. On May 16, 2013, she was elected chairman of the Kursk Oblast Duma. In 2016, she was declared bankrupt by VTB Bank.
Election to the Russian State Duma
In September 2016, Voronina ran for the State Duma as a member of United Russia. She was elected to the Duma as a representative of single-mandate constituency No. 109.
Legislative Activity and Bankruptcy Proceedings
As a member of the State Duma, Voronina co-authored 19 legislative initiatives and amendments to federal laws between 2016 and 2019. During this time, she continued to undergo bankruptcy proceedings. Her share in a property in Kursk was sold at auction, and on December 30, 2019, her bankruptcy proceedings were concluded, with her remaining obligations being discharged while she retained her official position.
