Tommy Baldwin Jr. initially tried his hand at racing himself but quickly transitioned from behind the wheel to working in the garage as a mechanic. In 1997, he became the head of the mechanical department for Junie Donlavey. The following year, he joined Bill Davis as the team manager for Ward Burton, where they achieved great success, including winning the 2002 Daytona 500.

After Burton left racing in 2003, Tommy Baldwin Jr. moved to Jimmy Spencer's team, driving the #7 Sirius Satellite Radio Dodge Intrepid. Following Spencer's departure, Baldwin found a new home with Evernham Motorsports, working with driver Kasey Kahne. This partnership proved to be equally successful, with Kahne earning the NASCAR Rookie of the Year title in 2004 and winning his first race at Richmond International Raceway the following year.

Between 2003 and 2004, Baldwin, along with Eddie D'Hondt, formed a Busch Series team. During this time, he had the opportunity to work closely with several notable drivers, including Wally Dallenbach Jr., Damon Lusk, Tracy Hines, and Paul Wolfe. In 2004, he sold the team to Evernham.

After briefly working with Elliott Sadler at Robert Yates Racing in 2005, Tommy Baldwin Jr. returned to Bill Davis. On January 6, 2009, he announced the creation of his own Sprint Cup Series team, Tommy Baldwin Racing. The team initially drove Toyota cars, and Scott Riggs was the main driver for the first season. The cars for Daytona 500 were mostly built by volunteers, many of whom had been let go from other teams due to the economic crisis. The #36 car managed to qualify for the races and secured sponsorship from Red Bank Outfitters and Mahindra Tractors.

Throughout the 2009 season, the team often resorted to start and park tactics, where they would start the race to earn some prize money but exit the track after a few laps to reduce costs. Scott Riggs left the team in May 2009, and Tommy Baldwin Jr. quickly announced that Mike Skinner, Patrick Carpentier, and Brian Simo would share the driving duties. Carpentier was later replaced by Michael McDowell, and Robert Richardson represented the team in a race at Talladega.

In 2010, Baldwin hired Mike Bliss and secured sponsorship from Wave Energy Drink. Bliss eventually left the team, and Baldwin used various other drivers, including Geoffrey Bodine, Steve Park, Johnny Sauter, Ron Fellows, Casey Mears, and Dave Blaney. In 2011, Baldwin primarily worked with Blaney, and despite starting the season without a sponsor, the team later gained support from Golden Corral and achieved respectable results.
