Early Life and Education
Haluk Bayülken was born in Istanbul, Turkey. He studied political science at Ankara University, graduating with a degree in 1942.
Diplomatic Career
Bayülken joined the Turkish Ministry of Foreign Affairs after graduating. He served as Turkish Consul in Hamburg, Germany, from 1945 to 1947, representing Turkey after the war to assist refugees. Subsequently, he worked in Afghanistan and Iran within the Eastern Mediterranean Department.
In 1964, Bayülken was appointed Secretary-General of Foreign Affairs (now Deputy Foreign Minister). From 1966 to 1969, he served as Turkey's Ambassador to the United Kingdom and represented Turkey at the United Nations.
Minister of Foreign Affairs
As an independent politician, Bayülken was appointed Minister of Foreign Affairs in 1971. He held this position under three Prime Ministers: Nihat Erim, Ferit Melen, and Naim Talu.
Secretary-General of CENTO
In 1975, Bayülken became Secretary-General of the Central Treaty Organization (CENTO). He stepped down from this role in 1977, leading to the appointment of Sidar Hasan Mahmud (Pakistan) as interim Secretary-General until 1978.
Minister of National Defense
After the 1980 Turkish coup d'état, Bayülken served as Minister of National Defense in the government of Prime Minister Bülent Ulusu. During his tenure, the Turkish Republic of Northern Cyprus declared independence in 1983.
Later Life and Legacy
After retiring from the military government, Bayülken was elected to the Turkish Parliament as an independent from Antalya. He was briefly a member of the Nationalist Democracy Party. He later taught at the Faculty of Law at the Middle East Technical University in Ankara.
From 1984 until his death in 2007, Bayülken served as the President of the Turkish Atlantic Council. He was known for his contributions to Turkish foreign policy and international diplomacy.
