Early Life and Education
Born on July 14, 1939, in Tashkent, Uzbek SSR, he is an Uzbek by ethnicity. After graduating from the Tomsk Polytechnic Institute (TPI) as an "electromechanical engineer," he worked as an electrician at the Tomsk Metal Cutting Plant from 1963 to 1964.
Career in Aviation
From 1964 to 1985, he held various positions within the Tashkent Aviation Production Association named after V.P. Chkalov, including master, laboratory head, head of the combined design bureau, head of the automation and production mechanization department, deputy chief engineer, and deputy general director of the association. He was temporarily assigned to France from 1978 to 1979.
Rise in Politics
In 1985, he became the head of one of the largest enterprises in the Uzbek SSR, the "Vostok" Scientific and Production Association (NPO). As a member of the Communist Party of the Soviet Union (CPSU), he served in the leadership of the Communist Party of Uzbekistan until September 1991.
Post-Soviet Era
Following the dissolution of the CPSU in 1991, he joined the organizing committee for the People's Democratic Party of Uzbekistan (NDPU) and was elected to its Central Council in 1991. He became the Minister of Foreign Economic Relations in 1992 and later Deputy Prime Minister while retaining the ministerial role.
Prime Ministership
On December 21, 1995, he was appointed Prime Minister of the Republic of Uzbekistan. During his tenure, he negotiated a controversial "Memorandum on the Settlement of Legal Issues of Delimitation of State Borders" with Kyrgyzstan, which proposed exchanging territory for access to water resources.
Personal Life and Honors
He is married with a daughter and grandson. He has been awarded the Uzbek Order of "Mehnat Shuhrati" ("Labor Glory"), Soviet medals, and the honorary title of "Honored Engineer of the Republic of Uzbekistan."
