The Last Prime Minister of the Kazakh SSR

Uzakbay Karamanov, the last Prime Minister of the Kazakh SSR, was a prominent Soviet and Kazakh statesman. His tenure marked the transition from the Soviet era to the independence of Kazakhstan.

Early Life and Education

Karamanov was born in 1937 in the village of Karamanovo, Aktubinsk region. He graduated from the Kuibyshev Engineering and Construction Institute in 1959 and attended advanced engineering courses at the Academy of Architecture and Construction of the USSR in 1961. He obtained a Candidate of Technical Sciences degree and became an Academician of both the International Economic Academy of Eurasia and the International Engineering Academy of Kazakhstan.

Early Career

Karamanov's career began in 1959 as a foreman at the Shubarkuduk Automobile Base in Aktobe. He held various engineering positions before becoming a member of the Communist Party in 1962. In 1964, he became the director of a construction materials and structures plant in Almaty.

Rise in the Party and Government

In 1966, Karamanov became head of the construction control group within the Affairs Department of the Communist Party of Kazakhstan Central Committee. He later served as head of the Construction Management Unit of Almaty and director of the Almaty Construction Trust.

In 1975, he became head of the Industrial Construction Ministry's Main Administration in Kazakhstan. He held various ministerial positions before becoming Chairman of the Gosnab (State Supply Committee) of Kazakhstan in 1987.

Prime Minister of Kazakhstan

In July 1989, Karamanov was appointed Chairman of the Council of Ministers of the Kazakh SSR. In November 1990, he became the first Prime Minister of the Republic of Kazakhstan.

Post-Independence

After Kazakhstan's independence in 1991, Karamanov served as a state advisor to the President. He was elected to the Majilis (Parliament) in 1996 and chaired the Ecology and Natural Resources Committee.

Karamanov was also a founder of the Union of Builders of Kazakhstan and the International Fund for Saving the Aral Sea. He passed away in Almaty on September 25, 2017, and was buried at the Kensai Cemetery.

Honors and Awards

Karamanov received numerous awards, including the Golden Globe European Environmental Award, the Order of the Red Banner of Labor, the Order of Barys II, the Order of Parasat, and the Order of Otan. He was also awarded Honorary Citizenships of Kyzylorda region and Almaty.
