Early Life and Education
Vyacheslav Shtyrov was born on May 23, 1953, in the village of Khandyga, Yakutia. His father was a naval officer, rising to the rank of rear admiral. Shtyrov graduated from the Far Eastern Polytechnic Institute (Владивосток) in 1975 with a degree in civil engineering. He later attended the Academy of Social Sciences of the Central Committee of the Communist Party of the Soviet Union and earned a doctorate in economics.
Career in Construction and Industry
After graduation, Shtyrov worked on construction projects in the energy and diamond mining sectors in Western Yakutia, holding various positions from site foreman to first deputy head of a construction and assembly unit building the Vilyuy Hydroelectric Power Station.
Government Service
In 1991, Shtyrov became Minister of Construction and Investment for the Republic of Sakha (Yakutia). He served as Vice President of the Republic from 1991 to 1996, combining this role with the position of Prime Minister from 1992 to 1994.
President of ALROSA
On August 10, 1995, Shtyrov became President of the joint-stock company "Diamonds of Russia - Sakha" (ALROSA). Under his leadership, ALROSA became one of the world's largest diamond producers.
