Victor Dubovik: Chief of Donetsk Police
Victor Dubovik, the Chief of Donetsk Police, recently discussed English lessons, surveillance technology, and bank robbers in the city. He believes that it is time to dispel the myth that Donetsk is a city of crime. In 2009, there were no unsolved murders, a significant improvement compared to the previous 20 years. The number of homicides has also decreased, with only 60 recorded in 2009 compared to 89 in 2008 and 83 in 2007. The city has also seen an increase in the successful resolution of robberies.
Dubovik proudly mentions that his team has neutralized two organized criminal groups responsible for over a hundred crimes, including armed robberies and car thefts. One particular group from Kiev was targeting luxury cars in Donetsk, but their operations were eventually dismantled by the police. Currently, the police force is actively working on eliminating a gang involved in bank robberies. Dubovik is confident that they will be successful.
Looking ahead, Dubovik's plans for the Donetsk police include preparing for the 2012 European Football Championship. The police have already visited some EU countries to observe crowd control techniques used by mounted police units during mass disturbances. Currently, the police have a mounted patrol unit consisting of 14 horses. Additionally, the police force has developed an English language guidebook for its officers to communicate with foreign visitors. The guidebook includes questions that will help officers understand foreigners, such as "What did you lose?" and "When did it happen?"
As part of their efforts to ensure a safe city, the police are planning to expand the "Safe City" surveillance system. Currently, the system is operational near the Donbass Arena, and it will be expanded to include Shcherbakov Park starting from April 15th. Police officers monitoring the surveillance posts will be able to control these areas and quickly dispatch officers to the scene of any crime, if necessary. The police force also aims to establish a unified command center for their patrols, as currently, the duty stations of the traffic police, special purpose units, and patrol service are scattered throughout the city.
Biography of Victor Dubovik
Victor Dubovik was born on December 26, 1962, in the city of Torez, Donetsk Oblast. In 1997, he graduated from the Yaroslav Mudryi Ukrainian Law Academy. He began his career in law enforcement in 2000 as the Chief of the Criminal Police for the Leninsky District of the Donetsk City Administration. Since October 2005, he has been leading the Donetsk City Police and serving as the Deputy Chief of the Main Directorate of the National Police in Donetsk Oblast, Ukraine.
