Early Life and Education
Viktor Semenovich Oskinwas born on December 1, 1952, in Uspeno-Raevka, Kursk Region, Russia. He was the fourth child of Semyon and Tatyana Oskin, a senior police lieutenant and a homemaker, respectively. In 1974, he graduated with honors from the Tambov Higher Military Aviation School, where he received a gold medal and his name was inscribed on the school's marble plaque honoring academic excellence.

On July 24, 1992, Lieutenant Colonel Oskin was performing a routine training exercise in a Tu-22U aircraft when the engine failed. Fuel tanks ignited, and the aircraft caught fire. Despite the dire situation, Oskin attempted to steer the aircraft away from the populated areas of Gomel, Belarus.
Realizing the aircraft was uncontrollable, Oskin ordered his crew to eject. However, he delayed his own ejection to ensure the aircraft was sufficiently distant from homes and a nearby oil depot. By the time he ejected, it was too low for his parachute to open.
Oskin's selfless act saved the lives of numerous Gomel residents and prevented a potential catastrophe. He died a hero and was posthumously awarded the Order of Courage for his bravery.
Legacy
- Posthumous Honors- Posthumous title of Honorary Citizen of Gomel (1992)
- A street in Gomel was named after him.
- His name was inscribed on the "Heroes of Kursk" memorial in Kursk (2003).
- Memorialization
- A memorial stone marks the site of his crash.- A museum honoring his memory was established at Novobelitskaya Secondary School No. 41 in Gomel (2002).
- A documentary film, "Trajectory of Flight," was produced about his heroism (2006).
