Academic Career and Leadership
Victor Fedorovich Moskalenko is a distinguished Ukrainian academic, serving as the Head of the Department of Social Medicine and Health Care Organization at the National Bogomolets Medical University. He holds the esteemed titles of Academician of the National Academy of Medical Sciences of Ukraine, Vice-President of the National Academy of Medical Sciences of Ukraine, Honored Scientist and Technician of Ukraine, and Rector of the National Bogomolets Medical University.
Medical Education and Training
Moskalenko graduated from the Kharkiv Medical Institute in 1972, specializing in therapeutic medicine. Following his graduation, he served as a military physician in the Khabarovsk Krai region of Russia from 1973 to 1975. From 1975 to 1978, he worked as an anesthesiologist and resuscitation doctor in the infarction ward of the Clinical Hospital No. 27 in Kharkiv.
Administrative Roles and Public Service
In the 1980s, Moskalenko moved into administrative roles within the healthcare system. He served as the Head of the Infarction Ward at the Clinical Hospital No. 27 from 1978 to 1980. From 1980 to 1990, he held positions as an instructor and consultant on healthcare, social protection, and medical education at the Kharkiv City Executive Committee.
Moskalenko continued his administrative career in the 1990s. He was the Pro-Rector for Medical Affairs at the Kharkiv Institute for Advanced Medical Studies from 1990 to 1994, where he also served as an associate professor in the Department of Cardiology and Functional Diagnostics. From 1994 to 1998, he held the position of Head of the Main Health Department of the Kharkiv City Executive Committee.
Moskalenko's tenure as Minister of Health of Ukraine spanned from 2000 to 2002. Following his service as Minister, he served as an advisor to the President of Ukraine from 2002 to 2003.
Academic Contributions and Research Interests
Moskalenko's academic pursuits have primarily focused on social medicine, healthcare organization and management, therapy, and cardiology. He obtained his Candidate of Medical Sciences degree in 1982 with a dissertation on the clinical and instrumental characteristics of acute heart failure in myocardial infarction, and his Doctor of Medical Sciences degree in 2001 with a dissertation on the medical-social aspects of ликвидации последствий экологической катастрофы в мегаполисе.
Key Publications and Innovations
Moskalenko is an esteemed author of over 850 scientific works and 33 monographs. His research has significantly contributed to the understanding and management of acute heart failure in myocardial infarction and its complications. He has played a pivotal role in reforming the organization of healthcare in Ukraine, introducing the inter-sectoral strategy and the program-targeted approach, which served as the foundation for several national and state programs.
