Ambassador Volodymyr Yelchenko: Notable Ukrainian Diplomat
Early Life and EducationVolodymyr Yelchenko, a prominent Ukrainian diplomat, was born the son of the Secretary of the Central Committee of the Communist Party of Ukraine for Ideology, Yuriy Yelchenko. He pursued his higher education at the Faculty of International Relations and International Law at Taras Shevchenko National University of Kyiv, graduating in 1981.
Diplomatic Career
Yelchenko embarked on his diplomatic career in 1981, joining the Ministry of Foreign Affairs of Ukraine. He served as Ukraine's Permanent Representative to the UN from 1997 to 2000. Subsequently, he held various leadership roles within the ministry, including Deputy Minister (2000-2001), Deputy State Secretary (2001-2003), State Secretary (2003), and First Deputy Minister (2003-2005).
Ambassadorial Posts
In 2005, Yelchenko was appointed Ukraine's Ambassador to Austria. However, he was dismissed in 2006 due to allegations of issuing visas to representatives of the Turkmenian opposition at the request of Mykola Rudkovsky. Despite this setback, he was reinstated as Ukraine's Permanent Representative to Austria in 2006.
Diplomatic Standing
Yelchenko has been widely recognized as one of Ukraine's most respected diplomats. In 2007, Deputy Head of the Presidential Secretariat, Alexander Chaly, praised his diplomatic competence. He was also considered a potential candidate for the position of Minister of Foreign Affairs of Ukraine in 2003 and 2007.
Later Career
In addition to his diplomatic service, Yelchenko has been involved in the "Union of Diplomats of Ukraine." Since July 2010, he has served as Ukraine's Ambassador to Russia, a position he continues to hold.
