Early Life and Education
Born in Belarus, the political figure graduated from the Novocherkassk Polytechnic Institute in 1964, earning a degree in mechanical engineering. In 1989, he completed the Leningrad Civil Aviation Academy.
Industrial Career
From 1959 to 1960, he worked as a turner at the Novocherkassk Electric Locomotive Plant. Subsequently, from 1965 to 1990, he held various positions at Minsk Civil Aviation Plant No. 407, including senior engineer, chief mechanic, and deputy director.
Political Service in Minsk
In 1990, he embarked on his political career, serving as Chairman of the Executive Committee of the October District Council of Deputies in Minsk. From 1990 to 1992, he was Deputy Chairman of the Minsk City Executive Committee and Chairman of the Committee on Housing and Energy. He became the First Deputy Chairman of the Minsk City Executive Committee in 1992, a position he held until 1995.
His most notable role was as Chairman of the Minsk City Executive Committee from 1995 to 2000. Following the deadly Nemiga nightclub incident in 1999, he tendered his resignation but it was not accepted by the President.
National Politics and Premiership
Concurrently, from 1996 to 2000, he served as a member of the Council of the Republic of the National Assembly of Belarus, focusing on economics, budget, and finance. In 2000, he was appointed Prime Minister of the Republic of Belarus. The government resigned in 2001 after the President's reelection.
Post-Government Career
He led the Belarus representative office of Mobile TeleSystems from 2002 to 2003. In 2004, he relocated permanently to Moscow, working for Rubin Investment Company as Acting General Director. He returned to Belarus in 2006 and has been an advisor to the Belarusian-Russian company Vneshekonstroy since 2012.
Personal Life
He is married to Alla Nikolaevna and has two children and four grandchildren.
Awards
He has been recognized with the Order "Badge of Honor" and three medals.
