Vladislav Leonidovich Malkevich: A Pioneer of Russian Trade and Culture

Early Life and Education

Vladislav Leonidovich Malkevich was born on June 30, 1936, in Yasinovataya, Ukrainian SSR. His childhood was marked by the hardships of World War II. His father, Leonid Petrovich, was the head of the South Ural Railway, while his mother, Nina Mikhailovna, taught Russian language and literature.

In 1959, Malkevich graduated from the Moscow Power Engineering Institute with a degree in radio engineering. He was then assigned to a defense enterprise of the USSR Ministry of Radio Industry, where he worked as an engineer-adjuster and later as a foreman. He soon rose to lead a production unit for airborne radio equipment for strategic missiles and later two large assembly workshops. Malkevich received his first government award, the Medal "For Labor Distinction," for his work.

Career in Government and Trade

In 1963, Malkevich was appointed deputy chief engineer of the same defense enterprise. Within four years, he had advanced from engineer-adjuster to deputy chief engineer of a major defense facility.

From 1966 to 1971, Malkevich served as chief engineer and deputy director for scientific work at the Central Research and Technological Institute of the Ministry of Radio Industry of the USSR.

In 1971, Malkevich was appointed head of the Main Engineering and Technical Department (GIITU) of the Ministry of Foreign Trade of the USSR. While at the Ministry, he was a close associate and confidant of Minister of Foreign Trade Nikolai Semenovich Patolichev.

As First Deputy Minister of Foreign Trade and later President of the Chamber of Commerce and Industry of the USSR, Malkevich headed the American-Soviet and Japanese-Soviet trade and economic councils.

From 1988 to 1992, Malkevich served as President of the Chamber of Commerce and Industry of the USSR. Under his leadership, the Chamber established direct links with foreign companies and facilitated the thaw in relations with Israel, South Africa, and South Korea. The Chamber also played a pioneering role in establishing trade relations with these countries at the embassy level.

Head of FAS Russia and Director General of Expocenter

From 1992 to 1998, Malkevich worked in the Russian commercial sector. He returned to government service in 1998 as head of the Federal Service of Russia for Currency and Export Control (VÊK) after the Russian default. Working closely with the Central Bank, VÊK swiftly halted capital flight and stabilized the country's economy. Malkevich played a key role in drafting the Law on Export Control, which remains in force with minor amendments to this day.

In 2002, Malkevich became Director General of the Central Exhibition Complex "Expocenter." Under his leadership, Expocenter's exhibition and congress program expanded significantly, leading to a doubling of gross revenue and 1.8 times increase in labor productivity. Expocenter became the only exhibition organization in Russia to receive the Government of the Russian Federation Prize for Quality (2009).

Expocenter has received numerous awards under Malkevich's leadership, including:

International Award "Global World Economic Award" from the Global World International Assembly of Economic, Scientific, and Cultural Cooperation (Vienna, Austria, 2010)

International Award "Best Enterprise of Europe" from the European Business Assembly (EBA) (Oxford, UK, 2010)

Philanthropy and Cultural Endeavors

Expocenter, under Malkevich's direction, has undertaken numerous charitable projects that promote Russian spirituality and cultural heritage. It has built the Church of Reverend Seraphim of Sarov, the first church on an exhibition complex in Russia. Expocenter also supports the unique folk arts exhibition "Ladya" and sponsors the Slavic Forum of Arts "Golden Knight" and the National Choreographic Ensemble "Kostroma."

In 2011, Malkevich donated his collection of over 200 paintings and graphic works to the staff of Expocenter.

Personal Life and Honors

Vladislav Leonidovich Malkevich is married and has two daughters, a grandson, and a granddaughter. He has been awarded numerous state, public, and ecclesiastical honors, including:
