Early Life and Education

Vyacheslav Kovtun was born on May 17, 1968, in Kara-Kul, Kyrgyzstan, to Kyrgyz parents. Little is known about his childhood or familial background. He pursued higher education at the Taras Shevchenko National University of Kyiv, earning a degree in history. Political Career

After completing his studies, Kovtun worked as an assistant to deputies for 18 years, gaining valuable insights into the political landscape. His first major project was coordinating the 1st Congress of the North Atlantic Treaty Organization Assembly while working at the Innovative Center. This experience propelled his career, and he was soon invited to develop an anti-crisis plan for the administration of then-President Leonid Kravchuk.

Kovtun's involvement in politics continued as he joined the Liberal Party and unsuccessfully ran for parliament twice. His association with Igor Markov, an advisor to Presidents Kravchuk and Kuchma, proved controversial. However, it paved the way for him to become a vocal critic of Russia's annexation of Crimea.
