Vladilen Timchenko: A Political Biography

Early Life and Education

Vladilen Timchenko was born on November 20, 1955, in Novoshakhtinsk, Rostov Oblast, in a family with Ukrainian paternal ancestry. He graduated from the Novocherkassk Polytechnic Institute in 1978 with a degree in engineering technology. Later, in 2000, he obtained his doctorate in economics.

Early Career

Timchenko's career began as an engineer at the Kolomna Diesel Locomotive Plant. In 1979, he joined the Communist Union of Youth (Komsomol) in Kolomna. From 1981 to 1983, he served in the Soviet Armed Forces.

Upon returning to civilian life, Timchenko held various positions in the Komsomol, including Deputy Chief of Staff for the "Soyuz" gas pipeline project. In 1985, he became Deputy Head of the Department of Komsomol Organizations and Head of the Department of Working and Rural Youth at the Moscow Regional Committee of the Komsomol.

Business Career

In the 1990s, Timchenko transitioned to the business sector. He held executive positions at the Russian-American University, "Center-Compact" LLC, and "Finist Bank." From 1994 to 1997, he worked at the public relations department of MENATEP Bank.

In 1997, he joined Alfa-Bank as Head of Relations with Government Authorities. In 1998, he became Vice President of TNK, rising through the ranks to First Vice President and Member of the Board of Directors in 2001.

Political Career

In 2003, Timchenko entered politics as a member of the United Russia party. He was elected to the State Duma of the Russian Federation in 2003 and became Deputy Chairman of the Committee on Natural Resources and Environmental Management.

In the Duma, Timchenko supported controversial legislation, including the monetization of benefits, the new Housing Code, the elimination of direct elections for regional governors, and the new electoral law that abolished single-mandate constituencies.

In 2004, he was elected Secretary of the Political Council of the Tyumen Regional Branch of United Russia. In 2006, he led the effort to place regional governors at the top of United Russia's party list in the Tyumen Oblast Duma elections.
