Yuri Vitalyevich Roslyak: A Key Player in Moscow's Economic Development

Early Life and Education

Yuri Vitalyevich Roslyak was born in Moscow in 1954 to a family of hydroengineers. His childhood was marked by frequent moves due to his father's work. In 1975, Roslyak graduated from the Moscow Institute of Civil Engineering as a hydroengineer.

Engineering and Construction Career

After graduating, Roslyak began his career as a plumber and later as a construction engineer at the Ministry of Energy. He then spent seven years in various engineering and technical roles at the Moscow City Executive Committee's Capital Construction Department.

Political Career

In 1986, Roslyak entered the Moscow executive branch, serving as Deputy Chairman of Krasnogvardeisky District Executive Committee. He later became Head of the Department of Moscow's Prospective Development.

In 1995, Roslyak was appointed Head of the Department of Economic Policy and Development of Moscow. He became part of the so-called "Luzhkov Team," a group of senior officials close to Moscow Mayor Yuri Luzhkov.

Deputy Mayor of Moscow

In 2003, Roslyak was promoted to First Deputy Mayor of Moscow, overseeing the city's economy and development. In 2005, when Deputy Mayor Valery Shantsev became Governor of the Nizhny Novgorod Oblast, Roslyak became "the second most powerful person in the capital."

Roslyak's responsibilities expanded to include the Moscow Regional Energy Commission (REC). This fueled speculation that Mayor Luzhkov was grooming Roslyak as his possible successor.

Controversies and Conflict

In 2006, Roslyak was involved in the conflict between Moscow authorities and residents of the Yuzhnoye Butovo district, who faced forced evictions from their homes. Roslyak maintained that the government had fulfilled its obligations, but the situation eventually forced the authorities to halt evictions.

Honors and Awards

Yuri Roslyak has received numerous state awards and honors, including three orders and medals. He holds the title of Honored Builder of the Russian Federation.
