Early Life and Education

Abzal Kuspan was born and raised in Kazakhstan. He graduated from the Saken Seyfullin Ural Boarding School for Gifted Children in 1995 and went on to earn a degree from the Judicial-Prosecutorial Faculty of the Kazakh State Law Academy in 2000.

Legal and Public Activities after Prosecutorial Career

After leaving the prosecutor's office, Kuspan embarked on a career as a private practicing lawyer specializing in civil and economic cases. In 2009, he became a member of the West Kazakhstan Regional Bar Association, where he continues to practice law today.

Kuspan has also been an active advocate of social and political causes. He co-founded the "Abyroy" public association, which played a prominent role in raising awareness about the dangers of heptyl and opposing Russian missile tests in Kazakhstan.

Notable Legal Cases

In 2012, Kuspan represented victims of a police shooting in Zhanaozen. Five police officers were convicted in connection with the incident. He also defended former Kazakh National Technical University professor Sayat Ibraev, who was accused of creating a criminal group and practicing harmful methods of treating alcohol and drug addiction. Ibraev was released on parole in 2018.

Kuspan has been involved in the defense of former Atyrau Governor Bergey Ryskaliev, who faces charges of embezzlement, fraud, and abuse of office.

Involvement in Land Reforms and Human Rights

Following protests over land reform in 2016, Kuspan was appointed to a commission tasked with amending Kazakhstan's Land Code.

In 2018, he collaborated with international organizations to represent ethnic Kazakh woman Sairagul Sauytbay, who was accused of illegally crossing the border from China. Despite the illegality of her border crossing, the court ruled not to deport Sauytbay and released her under probationary control.

Controversy and Arrests

In 2019, Kuspan faced criticism for proposing a tax on foreigners who wanted to marry Kazakh women, arguing that it would damage the country's demographics and economy.

In 2021, he alleged that a person other than the daughter of comedian Tursynbek Kabatov had taken the Unified National Testing (UNT). The incident sparked a public outcry and led to the arrest of a tutor who was convicted of forging documents.

In 2022, Kuspan was arrested after participating in a peaceful protest demanding the government's resignation. He was sentenced to 10 days in jail for violating the Public Order Offenses Code.
