Adalbert Falk: A Prussian Statesman

Early Career

Adalbert Falk was a Prussian statesman who served as a public prosecutor in various Prussian courts. Along with colleagues, he compiled the "Ergänzungen und Erläuterungen der preussischen Rechtsbücher," a work known as the "Fünfmännerbuch."

Political Career

Falk entered the Prussian House of Deputies in 1858 and served until 1861. He was a member of the North German Confederation Reichstag in 1867 and the German Reichstag from 1873 to 1882. Initially aligned with the Mathis party, he remained non-partisan after 1867, except during brief affiliations with the Imperial Party (1878-1879) and the National Liberal Party (1881-1882).

Kultuskampf

In 1872, Chancellor Otto von Bismarck appointed Falk as Minister of Education and Worship. Falk initiated the "Schulaufsichtsgesetz," which curtailed church influence in primary schools. He also played a key role in the "May Laws," which targeted Catholic clergy and sparked the Kulturkampf.

Educational Reforms

Despite the Kulturkampf, Falk also implemented significant educational reforms. He expanded the number of schools, improved teacher salaries, and reduced government interference in their work.

Later Career

In 1879, Bismarck dismissed Falk as he sought the support of the Catholic Center Party for his protectionist policies. Falk denounced the government's reversal on education policy and contested the Prussian Landtag elections. In 1882, he became President of the Judicial Court in Hamm and resigned his parliamentary positions.
