In 1972, Agarwal was appointed as Senior Advocate of the Haryana State Bar Council and Advocate of the Punjab State Bar Council. He rose through the ranks to become a Senior Government Counsel in the Supreme Court of India and the Delhi High Court.

Political and Educational Reforms

During Prime Minister Rajiv Gandhi's tenure, Agarwal was appointed as Senior Advisor to the Government of India in 1986. He played a pivotal role in reforming India's education sector, raising the standard of legal education, and establishing approximately 140 new law schools.
