Aliyev was born into a respected family in 1927. He pursued his education at the Azerbaijan State University, graduating in 1951 with a degree in history.

Aliyev began his career as a research associate at the Institute of History of the National Academy of Sciences of Azerbaijan. Subsequently, he held positions at the Azerbaijan Polytechnic Institute and the Azerbaijan Medical University. In 1973, he became the Head of the Department of Economics and Law at the Medical University.
