Education
The diplomat earned a degree from the Kazakh University of International Relations and World Languages named after Ablai Khan in 1983. They went on to study at the Moscow Pedagogical Institute of Foreign Languages named after Maurice Thorez in 1989 and the University of Rennes I in France in 1995. In 1996, they attended the École Nationale d'Administration (ENA) in France.
