Early Life and Education

Alexander (Kakha) Borisovich Lomaiawas born on July 23, 1964, in Tbilisi, Georgia. He pursued a degree in Hydroengineering at the Georgian Polytechnic Institute, graduating in 1985. Following his undergraduate studies, Lomaia pursued a postgraduate degree at the Moscow Civil Engineering Institute, where he earned his Candidate of Technical Sciences degree in 1992.

Career Beginnings

From 1985 to 1987, Lomaia worked as an engineer at the Tbilisi Hydro Project Research Institute. In the late 1980s and early 1990s, he played an active role in the Assembly of Georgian Clans in Moscow, serving as both a member and chairman.

Political and Public Service

Lomaia's political career began in 1989 when he joined the Union of National Justice party. After its transformation into the Christian Democratic Union (CDU) in 1992, he held various positions within the party, including General Secretary from 1993 to 1994. He was also appointed as a representative of the Georgian government in Moscow from 1991 to 1991.

In 1995, Lomaia became Deputy Secretary General of the Eurasian Foundation, where he oversaw the distribution of over $2 million in grants throughout Georgia and Azerbaijan. He subsequently became Director of the foundation's Georgian branch in 2000.

Soros and Democratic Coalition Project

In 2002, Lomaia transitioned to the Democratic Coalition Project, an organization funded by George Soros' Open Society Foundations. He served as Regional Director for countries of the former Soviet Union for two years.

Minister of Education and Science

Following the Rose Revolution in 2003, which led to the ouster of President Eduard Shevardnadze, Lomaia was appointed Minister of Education and Science in the new government headed by Mikheil Saakashvili. His tenure sparked controversy over policies aimed at assimilating national minorities.

Secretary of the Security Council

In 2007, Lomaia was selected to serve as Secretary of the Georgian Security Council. He played a key role in the government's crackdown on protests in November 2007 and the August 2008 war in South Ossetia. During the conflict, he accused Russia of instigating the war and announced Georgia's intention to file a case against Russia at the International Court of Justice.
