Biography of Alexander Omelchenko
Alexander Alexandrovich Omelchenko, former Mayor of Kiev, was born on August 9, 1938 in the village of Zozyv in the Lipovetsky district of the Vinnitsa region. He graduated from the Kiev Construction Technical School in 1959, the Kiev Engineering and Construction Institute in 1974, and the Kiev Institute of National Economy in 1978. He also holds a candidate of technical sciences degree.
Early Career
Starting from 1959, Omelchenko worked as a concrete worker and served in the army. In 1960, he became a foreman at the Prefabricated Concrete Plant of the Kiev Regional Trust, and later served as the foreman, deputy chief of the workshop, chief engineer, and director of the Reinforced Concrete Structures Plant of the Main Kiev Bridge Construction Trust. From 1976 to 1980, he held the position of chief engineer at the Prefabricated Concrete Plant, and from 1980 to 1985, he served as the first deputy chief engineer and then the first deputy chief of the Main Kiev Bridge Construction Trust.
International Experience
In December 1987 to March 1989, Omelchenko worked as a construction advisor in the Republic of Afghanistan. From March to June 1989, he served as the chief engineer of Ukrstroyitelstvo in Armenia after the Spitak earthquake. In June 1989, he became the head of the construction industry department at the State Construction of the Ukrainian SSR.
Political Career
Omelchenko's political career began in 1990 when he became the deputy chairman of the Kiev City Executive Committee. From 1992 to 1994, he served as the general director of the state communal enterprise "Kievrekonstruktsiya". In May 1994, he became the deputy chairman of the Kiev City State Administration responsible for construction. In October 1995, he became the deputy chairman, and in May 1996, he served as the acting chairman and the first deputy chairman of the Kiev City State Administration. From August 1996, he held the position of the Head of the Kiev City State Administration.
Other Positions and Achievements
In addition to his role as the Mayor of Kiev, Omelchenko was also a deputy of the Kiev City Council, the president of the Ukrainian Hockey Federation, a member of the Coordination Council on Local Self-Government, a member of the Coordination Council on Internal Policy, a member of the State Commission on Administrative Reform in Ukraine, and a member of the Council on the Protection of National Cultural Heritage.
During the parliamentary elections in March 2002, Omelchenko led the electoral list of the "Unity" bloc. Although the party received only 1% of the votes in the multi-mandate nationwide district, Omelchenko claimed that the results were falsified and called for a recount.
Throughout his career, Alexander Omelchenko was known as a prominent political figure with democratic views, and he was the only high-ranking government official to advocate for equal representation of women in the organs of state power.
