Early Life and Education
Alexander Pisaruk was born in Mykolaiv, Ukraine. In 1988, he graduated from the Admiral Makarov National University of Shipbuilding with a degree in Refrigeration and Compressor Machinery. He went on to pursue postgraduate studies at the same institution, completing his research degree in 1992.
Career in Banking
Pisaruk began his career in finance in 1992 at Bank Ukraina, where he held various positions in international banking and operations management. In 1997, he joined ING Bank Ukraine as Head of Risk Management.
ING Bank Career
From 2000 to 2001, Pisaruk worked at ING Bank (Eurasia) in Moscow, Russia, as Head of Risk Management. In 2001, he completed a program at INSEAD Business School in France.
From 2001 to 2007, Pisaruk served as Chairman of the Management Board of ING Bank Ukraine. Subsequently, he held the position of Chairman of the Management Board of ING Bank (Eurasia) in Russia from 2007 to 2010. Later, he held the role of Regional Director for ING Bank in Central and Eastern Europe, based in Amsterdam, Netherlands.
National Bank of Ukraine
In 2014, Pisaruk was appointed as First Deputy Governor of the National Bank of Ukraine (NBU). He played a key role in reforming the banking sector, strengthening financial stability, and improving transparency.
Post-NBU Roles
After leaving the NBU in 2015, Pisaruk held various leadership positions, including:
Chairman of the Administrative Board of the Deposit Guarantee Fund for Individuals
Executive Director of the German-Ukrainian Fund
Senior Financial Sector Expert at the International Monetary Fund (2016-2019)
Raiffeisen Bank Aval
In October 2019, Pisaruk became Chairman of the Management Board of Raiffeisen Bank Aval, a leading Ukrainian financial institution.

Criminal Investigation and Legal Proceedings
In 2019, Pisaruk was detained by the National Anti-Corruption Bureau of Ukraine on charges of embezzlement related to a stabilization loan provided by the NBU to VAB Bank. He was released on bail after the court rejected a request for pretrial detention. He has maintained his innocence throughout the investigation and has received support from the business community and professional organizations.
