Early Life and Education

Alexander Moiseyevich Shabshis was born in Kyiv, Ukraine, on November 3, 1936. He graduated from the Kyiv Financial and Economic Institute (now Kyiv National Economic University) in 1959 with a degree in Industrial Economics.

Professional Career in the Soviet Union

For over 30 years, Shabshis worked at the All-Union Project and Design and Technology Institute (VPKTISTroydoormash) of the USSR Ministry of Construction, Road, and Municipal Engineering. As Deputy Head of Production Organization and later Chief Engineer of the Computing Technology and Automated Control Systems (ACS) division, he played a pivotal role in developing and implementing scientific methods for operational planning and enterprise management.

These methods significantly improved efficiency within the industry, leading to savings of hundreds of thousands of rubles for enterprises. Shabshis also headed the development and refinement of ACS subsystems for operational planning and management. His research resulted in the publication of five brochures and numerous articles in reputable journals.

Academic Achievements and Consulting

In 1981, Shabshis defended his dissertation at the Research Institute of Planning and Standards of the USSR State Planning Committee, earning a Candidate of Economic Sciences degree. Alongside his scientific and design work, Shabshis actively engaged in teaching and consulting. For over two decades, he lectured on organization and management at the Kyiv Institute of National Economy.

He was frequently invited to Moscow to advise executives of the USSR Ministry of Construction, Road, and Municipal Engineering and its departments on ACS-related matters. At the Institute for the Advanced Training of Management Personnel at the USSR Ministry of Construction, Road, and Municipal Engineering, Shabshis conducted conferences, seminars, and lectures on the topic of improving industrial enterprise production, labor, and management.

Emigration to the United States and Success as an Economic Commentator

In 1992, Shabshis relocated to Los Angeles, where he currently resides and works. He is recognized as one of the most respected Russian-language economic commentators in the United States. His radio broadcasts on KMNb focusing on small businesses and taxation have garnered a wide audience.

Over the past 15 years, Shabshis has provided practical assistance to small businesses and taxpayers in the US. He has published hundreds of articles on economic, social, and sociopolitical issues in magazines and newspapers such as "Panorama," "Forward," "Forum," "Fact," and "We and America." His writings have captivated readers, prompting numerous letters and questions to both the publications and the author himself.
