Birth and Education
Alexey Chernyshov was born in Kharkiv, Ukraine, where he spent his childhood, attended school, and received his higher education. From 1994 to 1999, he studied Economics at the Kharkiv Humanitarian University "People's Ukrainian Academy." Concurrently, from 1996 to 2002, he pursued Law at the National Law University named after Yaroslav the Wise. In 1999, he completed a professional course in Project Management at the Project Management Institute in the United States.
Business Career
Chernyshov embarked on his business career in the innovative IT industry in 1998, joining the company Telesens, a subsidiary of the German Telesens AG. In 2002, he acquired the Ukrainian branch of the group, which became an independent company.
His interest in commercial real estate and development emerged in the early 2000s, leading to successful projects in Kharkiv and a partnership with the Concern AVEK. Chernyshov joined the company as Vice President for Development in 2004 and became its President in 2005. From 2008 to 2013, he chaired the Supervisory Board of Concern and the AVEK Group. During his tenure, he expanded the company's commercial real estate portfolio to a total area of 350,000 square meters, attracting foreign investors such as UNIQA Real Estate AG, New Century Holdings, and ECE.
Investment Activities
In 2012, Chernyshov founded Eastgate Development, an investment and development company focused on scaling commercial real estate projects, attracting foreign investment to Ukraine, and stabilizing the country's investment climate. A significant infrastructure project in 2013, initiated and partnered by Chernyshov, was the "Kyivskaya Business Harbor," an industrial production cluster on 330 hectares on the left bank of Kyiv.
In 2014, Chernyshov established the investment company VI2 Partners, operating offices in Kyiv and Vienna. VI2 Partners specializes in direct investments, asset portfolio formation and management, investment banking, mergers and acquisitions, capital raising, and debt restructuring. The company collaborates with international financial organizations. In 2017, VI2 Partners acquired a stake in the supermarket chain "Furchet" from the French operator Auchan Group.
Public Activities
Chernyshov has actively engaged in public activities, supporting various cultural initiatives and fostering Ukraine's international recognition. In 2014, he founded the Kyiv Vision Foundation, promoting investment in the country and supporting cultural projects that showcase Ukraine's potential and contemporary art scene. He supported the publication of the modern guidebook "Awesome Kyiv" in 2014, featuring hidden gems of the city, followed by "Awesome Kharkiv" in 2018.
In 2017, Chernyshov became the Chairman of the Supervisory Board of the Ukrainian Club of Real Estate (URE Club), a professional community connecting local and international experts in the Ukrainian real estate market. He also initiated the creation of the "School of Commercial Real Estate Management" in 2018, a joint project of URE Club and the International Institute of Management.
State Service
Chernyshov entered state service in 2019, appointed as Chairman of the Kyiv Regional State Administration on October 28, 2019. During his tenure, he developed a strategic plan for the region's development, focusing on decentralization, infrastructure development, education, healthcare, and investment attraction.
On March 4, 2020, Chernyshov joined the Cabinet of Ministers of Ukraine as Minister of Development of Communities and Territories. In this role, he oversees regional development, housing and communal services reform, state architectural and construction control reform, decentralization, and international cooperation.
Awards and Recognition
Chernyshov's contributions to Ukraine have been recognized through various awards and distinctions. He is a member of the National Council on Anti-Corruption Policy and the Advisory Board of the Nordic-Ukrainian Chamber of Commerce. His work has been praised by the European Parliament and the European Union for its significant impact on Ukraine's decentralization reform.
Family Life
Chernyshov is married to Svetlana Alexandrovna Chernyshova, an associate professor at Taras Shevchenko National University of Kyiv. They have two sons, born in 2006 and 2014.
