Aleksey Filatov: Ukrainian Advocate and Legal Expert
Early Life and EducationAleksey Filatov was born in Kyiv, Ukraine, in 1976. After graduating from high school in 1993, he enrolled in the Institute of International Relations at Taras Shevchenko National University of Kyiv, specializing in International Law. In 1998, he graduated with honors, earning his Master's degree in International Law and becoming a Spanish language interpreter. He also received his license to practice law that same year.
Legal Career
From 1998 to 2001, Filatov worked as an assistant at the Department of International Law at his alma mater. He then practiced law privately until 2003, when he joined the law firm Vasil Kisil & Partners. He specialized in commercial, corporate, and investment disputes and served as a consultant and expert on Ukrainian law in cases before foreign courts and international arbitration.
Filatov was an active member of various legal associations, including the International Bar Association (IBA), the London Court of International Arbitration Users' Council, the Ukrainian Association of International Law, the Association of Lawyers of Ukraine, and the Kyiv Regional Bar Association. In 2013, he advised Boris Lozhkin on the sale of his media holding UMH group to Serhiy Kurchenko.
Role in Administration of President of Ukraine
In July 2014, Filatov was appointed Deputy Chief of Staff of the Administration of the President of Ukraine. His appointment came one month after Boris Lozhkin became Head of Administration. Upon assuming this new role, Filatov suspended his participation in legal associations.
As Deputy Chief of Staff, Filatov oversaw judicial reform in Ukraine. During his first year in office, the Law on Ensuring the Right to a Fair Trial was passed, the High Council of Justice was reinstated, and the High Qualification Commission of Judges was fully formed. Additionally, he handled legal issues within the Administration, led departments representing the Administration and the President in court, and coordinated the drafting of regulations.
In an interview with Lvyi Bereg, Filatov outlined the goals of the judicial reform he was overseeing. Key changes were proposed in Bill No. 1656, but the Administration also planned to amend the Constitution of Ukraine. Filatov emphasized the need to improve judicial processes, reform the legal profession, and address issues related to the provision of free legal aid and the enforcement of court decisions. However, he later stated that conducting judicial reform in Ukraine would be hindered by the lack of eight thousand new judges.
On November 1, 2018, Filatov was included in Russia's sanctions list. On May 11, 2019, Ukrainian President Petro Poroshenko dismissed Filatov from his post as Deputy Chief of Staff of the Administration of the President.
Allegations and Investigations
Members of the Ukrainian legal community raised concerns about conflicts of interest and pressure on the judiciary during Filatov's tenure in the Administration. Dmitry Loshakov, managing partner of law firm Capital, alleged that Filatov interfered in court proceedings by postponing hearings and changing the composition of courts. The Verkhovna Rada's Committee on Corruption Prevention and Counteraction requested an investigation into Filatov's conduct in July 2015.
After leaving his position in the Administration, Filatov was summoned by the Prosecutor General's Office for questioning in August 2019. He denied being a suspect in the investigation into the sale of the UMH group holding.
Recognition and Achievements
Filatov received numerous awards and accolades for his legal expertise. He was a finalist for the Lawyer of the Year Award in the category of Best Intellectual Property Lawyer in 2009. He was recognized as a top lawyer in Chambers Global 2008-2014 and Chambers Europe 2010-2014. Best Lawyers 2009-2014 named him Ukraine's Leading Lawyer in the areas of litigation, arbitration and mediation, intellectual property, and corporate law. International directories such as Legal 500 2009-2014, Legal Experts Europe and Middle East & Africa 2013 recommended him as a leading lawyer in dispute resolution, intellectual property, and tax matters. He led the rankings of leading experts in dispute resolution and intellectual property according to PLC Which Lawyer 2010-2012. Focus magazine included him in its list of Ukraine's 30 Most Successful Lawyers in 2010.

Filatov's parents are Valeriy Pavlovich and Yevgenia Dmitrievna. He has a sister named Anastasia. He is fluent in Ukrainian, Russian, English, and Spanish.
