Early Life and Education

Aner Nuraliyevna Zhailganova was born on July 10, 1969, in Semipalatinsk, Kazakhstan. In 1986, she graduated from secondary school with honors and entered the law faculty of Al-Farabi Kazakh National University, graduating with distinction in 1991.

Academic and Professional Background

Following her graduation, Zhailganova worked as a junior researcher at the Institute of Philosophy and Law of the Academy of Sciences of Kazakhstan in 1991. In 1992, she began her postgraduate studies at the National Academy of Sciences of Kazakhstan.

In 2003, she graduated from the Higher School of Banking with a degree in taxes and taxation. In 2002, she successfully defended her PhD dissertation on "Organizational and Legal Framework of Judicial Activities in the Republic of Kazakhstan."

Career in the Judiciary

Zhailganova's career in the judiciary began in 1994 as a senior consultant on civil cases at the South Kazakhstan Regional Court (Shymkent). She served as a judge in the same court from 1997 to 1999.

In 1999, she joined the Ministry of Justice of the Republic of Kazakhstan, where she held various positions, including Deputy Director and Director of the Analysis and Improvement of the Judicial System Department. From 1999 to 2000, she worked as a senior expert in the State and Legal Department of the Administration of the President of Kazakhstan.

Service in the Supreme Court and Constitutional Council

Zhailganova served as an advisor to the Chairman of the Supreme Court of the Republic of Kazakhstan from 2000 to 2004 and as a judge of the Supreme Court from 2004 to 2008. From 2008 to 2016, she was a member of the Constitutional Council of Kazakhstan.

Head of the Civil Service Agency

On June 14, 2019, Zhailganova was appointed as the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Corruption Prevention, a position she held until January 10, 2022.
