Early Life and Education
Andrey Vladimirovich Kobyakov was born on November 21, 1960, in Moscow. He received his engineering degree in 1983 from the Moscow Aviation Institute named after S. Ordzhonikidze. In 1991, he further earned an economics degree from the Belarusian State Institute of National Economy named after V.V. Kuibyshev and a degree in political science from the Institute of Political Science and Social Management of the Communist Party of Belarus.
Professional Career in Industry and Government
Kobyakov began his career as a master and senior master at the Vavilov Plant in Minsk. From 1985 to 1988, he held various roles, including senior master, deputy head of workshop, and deputy head of assembly production at the "Diaprojector" plant in Rogachev, Gomel Region. From 1988 to 1989, he served as an instructor in the organizational department of the Rogachev City Committee of the Communist Party of Belarus.
Rise in the Belarusian Government
In the early 1990s, Kobyakov shifted his career towards government and economic sectors. He became the head of the planning and economics department of the "Diaprojector" plant from 1991 to 1992 and subsequently served as deputy director for economics from 1992 to 1995. In 1995, he joined the Presidential Administration as deputy head of the Presidential Control Service.
Kobyakov's government career rapidly progressed. He was appointed deputy chairman of the State Control Committee in 1996 and president of the Belarusian State Concern for the Production and Sale of Light Industry Products in 1998. From 1998 to 2000, he served as chairman of the State Control Committee.
High-Ranking Government Positions
In 2000, Kobyakov was appointed the first deputy prime minister of Belarus. He held this position until 2001, when he became the deputy prime minister. From 2002 to 2003, he simultaneously served as deputy prime minister and minister of economy.
Diplomatic Career
In 2010, Kobyakov was appointed deputy head of the Administration of the President of the Republic of Belarus. On November 8, 2011, he was appointed Ambassador Extraordinary and Plenipotentiary to the Russian Federation by Belarusian President Alexander Lukashenko. He also serves as the Permanent Representative of Belarus to the Eurasian Economic Community on a part-time basis.
