Childhood and Education

Andrey Vladimirovich Skotch was born in 1966 in the Moscow Oblast. He obtained a degree in Psychology from the Moscow State Open Pedagogical University, where he earned a Candidate of Pedagogical Sciences degree in 2000.

Entrepreneurial Beginnings

Skotch's involvement in business commenced in the 1990s with the sale of computer components. Later, he ventured into retail gasoline sales, which provided him with financial stability. In 1995, he founded the investment company Interfin with his partner Lev Kvetnoy.

Political Career

In 1999, Skotch entered politics, transferring his assets to his father, Vladimir Nikitovich Skotch. He successfully ran for the State Duma, representing Belgorod Oblast, and has been a legislator for 20 years. As a deputy, he has co-authored approximately 150 legislative initiatives, including the "dacha amnesty" bill that simplified property registration.

"Dacha Amnesty" Initiative

The "dacha amnesty" program, initiated in 2006, enabled millions of Russians to register property on a simplified basis. It led to the registration of 13 million properties. Despite its suspension in 2019, Skotch advocated for its reinstatement and expansion.

Philanthropy

In 1996, Skotch established the Healthy Generation Foundation, initially assisting children with heart defects. Renamed to Generation, it now supports major projects and initiatives. The foundation has funded:

- Construction of a fence at the Orthodox section of Huanshan Cemetery in Harbin

- Assistance to the Blood Transfusion Service of the Russian Children's Clinical Hospital

- English language education program for youth in Belgorod Oblast

- Alexander Nevsky Palace of Martial Arts in Stary Oskol
- Third Age social assistance project for the elderly
- Debut literary award for young writers under 25

Vladimir Nikitovich Skotch, Andrey's father, made a significant donation of 154 million rubles to the Generation Foundation in 2017.
