Ara Saenovich Babloyan was an Armenian statesman and physician. He was born on May 5, 1947, in Yerevan. Babloyan attended Yerevan Middle School No.76 from 1955 to 1965. He then studied at the Pediatric Faculty of Yerevan State Medical Institute from 1966 to 1971.
After completing his studies, Babloyan worked at Clinic No.8 from 1970 to 1972, where he served as a pediatric surgeon and urologist. He then joined Yerevan Children's Clinical Hospital No.1 as a pediatric surgeon and urologist from 1972 to 1977.
In 1977, Babloyan defended his candidate dissertation in Leningrad. He was selected through a competition to become an assistant at the Department of Pediatric Surgery at Yerevan State Medical Institute. From 1982 to 1987, he served as the head of the Urology Department at the 3rd Children's Clinical Hospital in Yerevan.
In 1987, Babloyan defended his dissertation at the Leningrad Institute of Pediatrics. He became a Doctor of Medical Sciences, associate professor, and professor. From 1987, he worked as an associate professor at the Department of Pediatric Surgery at Yerevan State Medical Institute, and from 1989, he became a professor.
Babloyan actively participated in rescuing children affected by the earthquake in 1988, which led to the establishment of pediatric hemodialysis services in Armenia. In 1989, he received specialized training in kidney transplantation in Switzerland and Belgium.
In 1990, Babloyan founded the Center for Uro-Nephrology and Pediatric Surgery. He served as the Minister of Health of Armenia from 1991 to 1997. From 1997 to 2006, he was the head of the Department of Pediatric Surgery at Yerevan State Medical Institute.
In 2003, Babloyan established the Arabkir Medical Complex, an institute for children and adolescent health. He also served as a member of the Permanent Commission of the European Regional Committee of the World Health Organization from 2003 to 2005. Babloyan was the chairman of the Armenian Association of Pediatric Surgeons and a member of the European Society of Pediatric Urology, the Association of Pediatric Surgeons of the European Union, and the Swiss Association of Nephrologists.
From 2006 to 2007, Babloyan was the head of the First Department of Pediatrics and Pediatric Surgery at Yerevan State Medical Institute. He authored three scientific discoveries, four monographs, and over 160 scientific articles.
In 2000, Babloyan was awarded the "Golden Medal" and honorary diploma in celebration of the 70th anniversary of Yerevan State Medical Institute. In 2005, he received an award from the Ministry of Education and Science of Armenia in recognition of his contributions to education and science on the occasion of the 75th anniversary of the institute. He was also honored with a commendation from the Mayor of Yerevan and the "Gratitude Letter of the Parliament of Armenia" by the Speaker of the Parliament.
In 2005, Babloyan was awarded the "Officier de I'Ordre National Du Merite" medal by the President of France for his contribution to Armenian-French relations and professional collaboration. In 2007, he was awarded the Mkhitar Gerasim Medal by the President of Armenia, as well as the Police of Armenia Medal for "Strengthening Cooperation."
On May 12, 2007, Babloyan was elected as a deputy of the parliament and became a member of the Republican Party of Armenia. On June 7, 2007, he was elected as the chairman of the permanent commission on social issues, healthcare, and environmental protection.
