Education and Early Career

In 1972, he graduated from the Leningrad Institute of Railway Transport Engineers. From 1972 to 1976, he worked as an electromechanic and senior electromechanic in the Simferopol signaling and communications department.

Political Activities in the Soviet Union

From 1976 to 1978, he served as secretary of the Simferopol railway junction's Komsomol (Young Communist League) committee. In 1978, he was appointed responsible secretary of the Crimean branch of the Dnieper Railway's regional trade union.

He served his mandatory military service from 1978 to 1980 as deputy commander for political affairs in the 40589th military unit of the Odessa Military District.

After completing his military service, he returned to his previous position as a senior electromechanic at the Simferopol signaling and communications department. In 1980, he became deputy secretary of the Simferopol railway junction party committee, and in 1983, he was appointed secretary of the party committee.

From 1982 to 1983, he headed the propaganda and agitation department of the Simferopol Railway District Committee of the Communist Party of Ukraine. In 1985, he was named head of the industrial and transport department of the Simferopol City Committee of the Communist Party of Ukraine.

Promotion in Local Government

In 1986, he became chairman of the executive committee of the Zheleznodorozhny District Council of People's Deputies in Simferopol. In 1988, he was elected first secretary of the Zheleznodorozhny District Committee of the Communist Party of Ukraine in Simferopol.

From 1989 to 1990, he served as chairman of the Zheleznodorozhny District Council of People's Deputies. In 1990, he became chairman of the Zheleznodorozhny District Council and executive committee in Simferopol.

Prime Minister of Crimea

In January 1996, he was appointed Prime Minister of the Crimean government. In January 1997, he was re-elected as Prime Minister but was later dismissed in June.

Government Career in Ukraine

From October 1997 to August 2001, he served as Deputy Minister of Transport of Ukraine. From August 2001 to May 2002, he was Deputy State Secretary of the Ministry of Transport of Ukraine, and from May 2002 to September 2003, he was First Deputy State Secretary of the ministry.

Public Activities

From 1996 to 1998, he led the "Crimea - Our Home" movement. He was also chairman of the Crimean Diaspora in Kyiv.
