Early Life and Education
Arman Ashot Mkhitaryan was born on April 8, 1961, in Yerevan, Armenian SSR (now Armenia). He completed his bachelor's degree in economics from the Yerevan Institute of National Economy in 1990 and obtained his law degree from Vardananants University in 1997.
Military and Professional Career
From 1979 to 1981, Mkhitaryan served in the Soviet Army. After his military service, he worked as a mechanic at the Yerevan Souvenir Factory from 1982 to 1983. From 1983 to 1991, he was a director at the Armenian State Television and Radio Broadcasting Company.
Involvement in the Artsakh Liberation Movement
During the Artsakh Liberation War (1989-1993), Mkhitaryan actively participated in the struggle for the independence of Nagorno-Karabakh.
Business and Law Enforcement
From 1991 to 1994, Mkhitaryan served as the chairman of the Araбкир-Хнус Limited Liability Company. Subsequently, from 1994 to 1999, he held various positions within the Yerevan Police Department, including Deputy Chief of the Criminal Investigation Department and Chief of the Arabkir District Police Department.
Political Career
In 1996, Mkhitaryan became the Chairman of the Union of Afghan War Veterans in Armenia. From 1999 to 2003, he was a member of the Standing Committee on Defense, National Security, and Internal Affairs in the Armenian National Assembly. On May 25, 2003, he became a member of the Standing Committee on Foreign Relations.
