Biography of Askar Zhumagaliyev
Askar Zhumagaliyev is a Kazakhstani statesman and the Minister of Communication and Information of the Republic of Kazakhstan. He was born on August 2, 1972, in the Orenburg Oblast, RSFSR.
Education and Early Career
Zhumagaliyev completed his education at the Sverdlovsk Suvorov Military School. He initially started studying at the Kharkov Higher Military Command Engineering School of Missile Forces, specializing in "Radio Engineering." However, after the dissolution of the USSR in 1992, he transferred to the Kazakh National Technical University in Almaty, where he graduated with a degree in "Radio Communication, Broadcasting, and Television."
Later, he obtained a second higher education in Jurisprudence from the Kazakh Humanitarian and Legal University. He also received an Executive Master's degree in e-Governance from the Federal Polytechnic School in Lausanne.
Career in Public Service
Before entering public service, Zhumagaliyev worked as the General Director of TOO "Zharik" from 1996 to 1998. In January 2001, he began working in the Ministry of Transport and Communications of the Republic of Kazakhstan, starting as the Head of the State Supervision Department in the field of communication and eventually becoming the Deputy Chairman of the Committee on Communication and Informatization.
In 2003, when the Agency of the Republic of Kazakhstan for Informatization and Communication was established, Zhumagaliyev became the Deputy Chairman. From September 2004 to January 2005, he served as the Acting Chairman. In May 2005, he was appointed as the First Deputy Chairman of the Agency for Informatization and Communication. From January 27 to October 9, 2006, he held the position of Chairman of the Agency for Informatization and Communication.
On October 9, 2006, Zhumagaliyev was elected as the Chairman of the Management Board of AO "Kazakhtelecom" by the Board of Directors. On March 12, 2010, he was appointed as the Minister of Communication and Information of the Republic of Kazakhstan. He was reappointed to the same position on April 11, 2011, by the decree of the re-elected President of the Republic of Kazakhstan.
On January 21, 2012, by the decree of the President, Zhumagaliyev was appointed as the Minister of Transport and Communications.
Personal Life
Zhumagaliyev is married to Mami Aynur Kairatkzy, the daughter of Kairat Mami, who held positions such as Chairman of the Supreme Court of the Republic of Kazakhstan, Prosecutor General of the Republic of Kazakhstan, and the current Chairman of the Senate of the Parliament of the Republic of Kazakhstan. They have two children: a daughter named Miriam (born in 2003) and a son named Kaisar (born in 2006).
